What is the value of efficacy in learning?

I met with a friend today over coffee. We discussed a family child who is in the sixth grade and reading at a first grade level. We discussed the importance of efficacy in any learners life from their earlies memories throughout late adulthood. What say you?

After introducing the Turbodraft to Cozumel, Playa Del Carmen, and Cancun fire departments in the early 2000’s, seeing what Cozumel did with it last week to supply water for their wildland fire was impressive. The Turbodraft allows access to a water source from 200′ away from the pumping apparatus as either a fill station, or in the case of the video posted here under “Cozumel’s Fires,” as the fire attack apparatus being supplied by Turbodraft. Anyone have a better way to supply sustained water remotely?
